DESCRIPTION: The Rand Road project is a new construction development that is 100% affordable housing located in Hood River, Oregon. The project consists of (6) wood frame multifamily housing buildings, plus (1) community center building to support 130 families on a 7.25 acre development site.

Buildings 3 & 5 – 46 units
Building 4 – 24 units
Building 6 – 38 units
Total units = 130
PROJECT CRITERIA: Project criteria applying to all proposals:
- Davis Bacon Residential Prevailing Wage – See PWR book in the link. Includes certified payroll requirements.
- Note unclassified wage rates and labor hours on the bid form.
- 20% COBID (MWESB) Business participation goal
- National Green Building Standard (NGBS): Gold
- ILFI Net Zero (Community Building Only)
- Energy Star Multifamily Certification(s)
- Include all equipment required for material handling and worker access.
- Include all required printing of plans and specs. Digital prints provided by GC only.
- Evaluate inflation risk through planned project start.
- Commercial Activity Tax (CAT)
- Include your Bond Rate on the bid form.
CONSTRUCTION SCHEDULE: Construction begins March 31st, 2025. Final completion of the last building and site work mid-November 2026.

DESCRIPTION: O’Neill Walsh Community Builders is the selected General Contractor for this housing project.
The project includes a 5-story building with 96 total apartments; wood frame over a concrete podium with siding and limited exterior accent material. Eight unit types including studios, 1-bed, 2-bed, 3-bed, and 4-bed units. The building is ~95ksf including ground level community space and support services space. Project amenities include an outdoor community space with seating as well as 33 parking spaces with landscaping on the 1.12-acre site.
Trades Included: All Trades *EXCEPT: Abatement, Ground Improvements, & Fire Sprinkler
PROJECT CRITERIA: BOLI Commercial Prevailing Wage Rates, Davis Bacon Prevailing Wage Rates; weekly certified payroll reporting; Apprenticeship requirements; MWESB requirements; Section 3 Hiring; LEED for Homes Platinum Certification. See Draft of Bidding requirements checklist for reference.

- Bid Walk: Thursday, January 16th 11am-12pm & Tuesday January 21st 9am – 10am.
Two building tours have been scheduled as a convenience to bidders and allow flexibility. Both walks are optional but encouraged for demo, excavation, concrete, rough carpentry, metals, roofing, masonry, insulation, window installers, and any other trades wishing to review access and existing conditions.
LOCATION: 44 NE Morris St, Portland, OR 97212
DESCRIPTION: The project will involve the complete renovation of the existing unreinforced masonry 1929 building and the addition of 3,774 SF of new construction. The existing uninsulated building will have a complete envelope upgrade to current code and all new high efficiency mechanical and electrical systems will be installed. Sitework will involve reducing the existing parking lot, increasing landscape area, adding stormwater management, landscaping, sidewalks, and ADA ramps.
SCOPES: All scopes of work are encouraged to submit bids except Mechanical, Plumbing, Electrical, Low Voltage, and Fire Suppression which are design build and have already been awarded.
CONSTRUCTION SCHEDULE: Construction begins May 1st, 2025.
